Funding of Political Parties and Election Campaigns: A Handbook on Political Finance

This handbook addresses these and other problems of money in politics by analysing political finance regulations around the world and providing guidance for reform. The chapters are divided by region; each assesses the current state of regulations and challenges and offers a series of recommendations to tackle the identified shortcomings. This geographical approach has the benefit of revealing regional trends and patterns, and offers insights into what has (and has not) worked in different contexts. An additional chapter focuses on gender, reflecting the reality that women remain grossly under-represented in politics around the world, while the increasing influence of money in politics perpetuates this inequality. While context is a crucial component of any discussion on political finance, some general recommendations and messages are identified.

EU support for political parties – why does it matter and how can it be enhanced?

This Discussion Paper will explore three specific functions of political parties and how these functions can be fostered. Firstly, it will demonstrate how parties are complementary to civil society and how bridging efforts can be made. Secondly, the paper will explain how policy and ideology must be at the centre of party support schemes. Thirdly, the paper will argue that internal democracy within the parties prepares future political leaders for democratic politics.

A Framework for Developing Gender Policies for Political Parties

The Framework outlines key considerations for developing a party’s gender policy, and addresses variety of thematic areas essential for the advancement of women and promotion of gender equality within political parties, including leadership formation, internal decision making, internal oversight and institutional development, candidate recruitment, party programmes and platform development, outreach to voters and campaigns. The Framework first presents a rationale for institutionalizing a comprehensive gender equality policy within a party. It then provides recommendations on how to initiate and develop such a policy, including steps necessary to conduct a gender-based audit within a party. Next, it moves on to outline key principles and objectives that a gender policy should embody, followed by a more specific set of objectives, indicators and examples of similar practices from a variety of political parties around the world.
